المجلس الوطني للمقاومة يكشف: أوراق الحرس الثوري الإيراني
يقع الحرس الثوري الإيراني في قلب عمليات التهرب من العقوبات، حيث يبيع منتجات النفط والبتروكيماويات بمليارات الدولارات. حيث أنّ المرشد الأعلى خامنئي يمكّن القوات المسلحة بأموال النفط والبتروكيماويات من تصدير الإرهاب.
الشركة التجارية الدولية للبتروكيماويات (PCCI)
شركة البتروكيماويات التجارية الدولية (PCCI)، التي تأسست في عام 2000، تتجاوز عقوبات النفط والبتروكيماويات في أبعاد فلكية من خلال إنشاء فروع وشركات بنفس الاسم خارج إيران (على وجه التحديد البلدان التي لا تخضع للعقوبات). وتنفق الفوائد المالية الناتجة لتعزيز سياسات النظام في الخارج.

غدير والعديد من الجماعات المماثلة الأخرى تعمل تحت إشراف العميد مصطفى النجار (وزير الدفاع السابق) في سياق “الاقتصاد المقاوم” الذي أمر به المرشد الأعلى للنظام علي خامنئي بالتنازل عن السيطرة على الشرايين الاقتصادية الإيرانية لحرس الملالي.
تم تسجيل شركة البتروكيماويات التجارية الدولية (PCCI) في 17 مايو 2000، بملكية 100 ٪ من الشركة الوطنية للصناعات البتروكيماوية تحت عنوان “شركة بتروكيماويات تجارية (ذات مسؤولية محدودة) “برقم 77283 في جيرسي مكتب تسجيل الشركات في جزيرة القنال بإنجلترا.

في وثيقة سرية بتاريخ 13 يناير 2021، صرح حسين شهرياري، الرئيس التنفيذي لمجموعة بارسيان لتطوير النفط والغاز للدكتور حسيني، الرئيس التنفيذي لشركة غدير القابضة حينها: “… تم تكليف شركة PCCI بشراء المنتجات التصديرية من الشركات المصنعة. وعلاوة على ذلك، بالإضافة إلى السماح بشراء منتجات التصدير لشركات البتروكيماويات، فإن مهمة بيع اليوريا لموظفي الدعم العام اليمني وتنفيذ الأحكام مذكرة التفاهم بين وزارة الدفاع ودعم القوات المسلحة لجمهورية إيران الإسلامية مع وزارة النفط السورية والتركيز على بيع النفط الخام المخصص لوزارة الدفاع وشراء وبيع النفط الفنزويلي تم تعيينه إلى PCCI ”
من بين أمور أخرى، في الرسالة المؤرخة في 31 يناير 2021 والموجهة إلى الرئيس التنفيذي لمجموعة غدير للاستثمار آنذاك، أمير عباس حسيني، تمت الإشارة إلى خطاب من “هيئة حماية المعلومات التابعة لوزارة الدفاع“، والذي ينص على ما يلي:
“وفقًا للمفاوضات الهاتفية التي أجريت مع السيد هوفيدابور، الرئيس التنفيذي المحترم لشركة PCCI، يبدو أن الشركة المذكورة مسجلة خارج إيران ولم تكن مدرجة في قائمة الشركات الخاضعة للعقوبات، يبدو أن لديها خبرة والقدرة على تحويل العملات بسبب عدد الشركات في مختلف البلدان. تدعي أنها قادرة على إجراء تحويلات العملات بكفاءة. لذلك، إذا اعتبر ذلك مناسبًا، يجب الحصول على تقرير أولي منه مع تصنيف سري للغاية فيما يتعلق بالأنشطة ذات الصلة وأساليب نشاط الشركة المذكورة والشركات التابعة لها. وبعد الحصول على رأي فرع المخابرات ومجلس إدارة مجموعة الغدير للاستثمار المحترم، ينبغي بذل الجهود لتقييم واعتماد الاستفادة من هذه الصفة “.
أبعاد معاملات شركة البتروكيماويات التجارية الدولية (PCCI)
صرح العضو المنتدب لـ PCCI في التقرير المؤرخ 25 أكتوبر 2022، إلى الدكتور حسيني، العضو المنتدب آنذاك لشركة غدير القابضة، “وفقًا لمهمة هذه الشركة بما يتماشى مع بيع النفط لحصة وزارة الدفاع عن قانون الموازنة لعام 2019، تم تحميل شحنة نفط خام ثقيل تبلغ 760 ألف برميل من الموانئ الجنوبية لإيران وتحميل 32 سفينة من النفط الخام الإيراني الخفيف بكمية 1.070.000 برميل من الموانئ الشمالية لبحر قزوين، و تم توفير حوالي 100 مليون دولار من الميزانية المذكورة لوزارة الدفاع.
جدير بالذكر أنه بسبب القيود المفروضة على بحر قزوين وقدرة التحميل القصوى البالغة 35000 برميل لكل سفينة، كانت عملية التحميل صعبة للغاية وتمكنت هذه الشركة من تنفيذها بشكل صحيح.
ولا بد من التوضيح أن شركة PCCI هي أول شركة مصدرة للنفط الخام من شمال وجنوب البلاد، والتي تمكنت، بسبب القيود المفروضة على البلاد، من القيام بهذه المهمة بشكل دقيق ومتسق في أقل من شهرين “.
وتنص الوثيقة نفسها على بيع 605 آلاف طن من اليوريا المصدرة من بتروكيماويات كرمانشاه وبرديس وشيراز من قبل هذه الشركة بين عامي 2019 و 2022.

في خطة أعمالها للعام الإيراني 1402، يذكر PCCI، من بين أمور أخرى، أن إحدى المهام الرئيسية لهذه الشركة هي “التفاعلات التجارية المدنية لوزارتي الدفاع والقوات المسلحة” (بما في ذلك الحرس الثوري الإيراني).
