قرر مجلس الشعب التابع لنظام الأسد بإجماع أعضائه على إسقاط عضوية النائب “محمد حمشو” المعروف بأنه واجهة من واجهات النظام الاقتصادية بسبب حصوله على الجنسية التركية، وكان برلمان الأسد قد قرر في وقت سابق من هذا الشهر بالإجماع إسقاط عضوية النائب “شادي دبسي”، بسبب فقدانه أحد شروط الترشيح وهو حصوله على الجنسية التركية أيضًا.
وبحسب ناشطين فقد أثار القرار الذي اتخذه برلمان النظام جدلًا واسعًا حول تكرار هذه الحالة، في الوقت الذي تشير المعلومات أن نظام الأسد و أجهزة أمنه يعلمان مسبقًا حصول عدد من الشخصيات ضمن برلمانه على جنسيات أجنبية، ولكنه يستخدم تلك الحجة عليهم لاحقا من أجل إقصاء عدد منهم ليظهر نفسه بأنه محافظ على القوانين التي يشرعها ولينفي عن مجلسه تهمة طالما لصقت به و هي “مجلس التصفيق”.
وتنص المادة 152 من دستور النظام السوري على أنه “لا يجوز لمن يحمل جنسية أخرى إضافة إلى الجنسية السورية أن يتولى مناصب رئيس الجمهورية أو نائبه أو رئيس مجلس الوزراء أو نوابه أو عضوية مجلس الشعب أو عضوية المحكمة الدستورية العليا”.
ويذكر أن محمد حمشو الذي يشغل منصب أمين سر غرفة تجارة دمشق وأمين سر اتحاد غرف التجارة السورية، كما أنه رئيس مجلس إدارة مجموعة حمشو الدولية والكثير من الشركات كأحد الواجهات الاقتصادية المقربة من نظام الأسد و لاسيما ماهر أسد شقيق رأس النظام السوري ، وكان محمد حمشو من أوائل رجال الأعمال السوريين الذين فرض عليهم الاتحاد الأوروبي عقوباته، عقب بدء القمع الحكومي للثورة السلمية المطالبة بالإصلاح والتي انطلقت في آذار (مارس) 2011، كما ورد اسمه لأكثر من مرة في قوائم العقوبات التي فرضتها الولايات المتحدة الأميركية على نظام الأسد منذ بدء الثورة السورية، وأشهرها تلك العقوبات المرتبطة بـ”قانون قيصر”.
وذكرت مصادر محلية أن ما جرى في مجلس الشعب هو “رفع الحصانة” عن دبسي و حمشو و ليس إسقاط عضويتهما من المجلس، وكان موقع “هاشتاق سوريا” قد نشر يوم أمس الثلاثاء أن “مجلس الشعب” قد أسقط الحصانة أمس عن النائب محمد حمشو بسبب حصوله على الجنسية التركية بما يخالف شروط الترشح لمجلس الشعب، كما أسقط المجلس قبل أسبوعين الحصانة عن النائب شادي الدبسي لنفس السبب، وهو حصوله على الجنسية التركية.
وتابع الموقع: “جدير بالذكر أن إسقاط الحصانة لا يعني إلغاء العضوية عن النائب الذي رفعت الحصانة عنه، وإنما تعني فقط الموافقة على خضوع النائب للإجراءات القضائية والتحقيق، وفيما إذا ثبتت التهمة أو المخالفة يكون النائب أمام قرار إلغاء عضويته”.
وبحسب الموقع فقد طالب “مجلس الشعب” في جلسته أمس الثلاثاء برفع الحصانة البرلمانية عن عضوين آخرين بتهم تتعلق بالرشوة و التزوير والفساد وإهدار المال العام.
وكشف موقع “كلنا شركاء في الوطن” عن أن مجلس الشعب يسمح بملاحقة عضوين بارزين هما مجاهد اسماعيل وخالد زبيدي
بعد أسابيع على أدائهم القسم مجلس الشعب ويمنح الإذن بالملاحقة القضائية بحقهما.
وذكرت الصفحة أنه تم تعيين “مجاهد اسماعيل” قائدًا لكتائب البعث في سوريا ، وسبق أن تولى منصب قائد كتائب البعث “بريف دمشق”. كذلك هو عضو في اللجنة المركزية لحزب البعث ، قبل أن يدخل مجلس الشعب في الانتخابات التي جرت قبل نحو ثلاثة أشهر ، وأما “خالد زبيدي” فهو رجل أعمال، ولديه العديد من الشركات في سوريا.
