ارتفعت أعداد المستقيلين ومقدمي طلبات الاستقالة من القطاع العام خلال النصف الأول من العام الجاري، فيما فرضت حكومة النظام عقوبات وغرامات على الموظف الحكومي الذي يترك عمله قبل قبول استقالته.
وبحسب صحيفة تشرين شبه الرسمية اليوم فإن أعداد المستقيلين ومقدمي طلبات الاستقالة ازدادت ضمن القطاع العام خلال النصف الأول من العام الجاري، وفق تقرير لاتحاد العمال، حيث سجل استقالة 400 موظف في محافظة السويداء، و300 آخرين في محاف أغلبهم من قطاع التربية.
وأضاف المصدر بأنه تم تقديم 516 طلب استقالة في محافظة اللاذقية، بينها 230 طلباً من العاملين في شركات الغزل والنسيج، و149 عاملاً في مؤسسة التبغ، و58 في قطاع الزراعة، و31 في مديرية الصحة، بالإضافة إلى 48 طلباً من موظفي بقية القطاعات (الحكومية) الأخرى، تزامناً مع تفاقم الأزمة الاقتصادية والمعيشية.
وأكد الخبير الإداري عبد الرحمن تيشوري بأن القطاع العام وصل للإفلاس الإداري نتيجة ضعف الأجور والفساد، ووجود عجز كبير بأداء المؤسسات وظهور حالات التسيب وعدم حماية وحراسة تلك المؤسسات، موضحا بأن الرقابة كشفت عن اختلاس ما يقرب من 10 ملايين ليرة وسطياً في اليوم الواحد.
وأفاد تيشوري بأن 50 بالمئة من فئة الشباب أصحاب الخبرات الواسعة هاجروا، ومن المتوقع أن تزيد هذه النسبة في حال بقينا على حالنا وعدم وجود أي ردة فعل لإنقاذ من تبقى من هذه الفئة، مشيرا إلى تزايد طلبات الاستقالة نتيجة عدم تناسب كتلة الرواتب مع التضخم الاقتصادي، بحيث لا تغطي حتى كلفة النقل، ما يجعل الموظف يعمل بشكل شبه مجاني، حسب قوله.
كما قال المحامي محسن الأبرش المختص بقضايا شؤون العاملين بأن ظاهرة ازدياد طلبات الاستقالة ترافقت مع هجرة عشرات الآلاف من الموظفين قبل 5 و6 أعوام، منوهاً بأن الإجراءات المتبعة لدراسة هذه الطلبات بطيئة جداً وتحتاج إلى كثير من التبريرات من الموظف والموافقات من الجهات الحكومية.
