رام الله- على خلاف الطابع “الفردي” الذي ميّز العمليات الفلسطينية ضد أهداف إسرائيلية منذ عام 2015، التي طالما باركتها حركة المقاومة الإسلامية (حماس)، فإن الحركة -عبر جناحها العسكري كتائب الشهيد عز الدين القسام- تبنت صراحة عمليتي حوارة وتل أبيب، وتوعدت بـ”مزيد من الضربات الموجعة”.
وفي بيان مساء أمس الخميس، أعلنت حركة حماس مسؤوليتها عن عملية شارع ديزنغوف بتل أبيب، وقالت: “نزف الشهيد القسامي المعتز بالله الخواجا (من بلدة نعلين غربي رام الله)، ونبارك عمليته البطولية، ونتوعد الاحتلال المجرم بالمزيد”.
وأضافت أن العملية، التي أدت إلى إصابة 5 إسرائيليين واستشهاد المنفذ، تأتي “ردا على جرائم الاحتلال في بلدة جبع جنوبي جنين”، حيث اغتال الاحتلال 3 فلسطينيين ينتمون إلى سرايا القدس، الجناح العسكري لحركة الجهاد الإسلامي، صباح أمس الخميس.
وقبل ذلك تبنّت كتائب القسام عملية حوارة، التي أدت إلى مقتل مستوطنَين أواخر الشهر الماضي، ونعت منفذها عبد الفتاح حسين خروشة الذي استشهد في اقتحام جنين قبل يومين.
أوجه التغيير
المراقب لسياسة الحركة في السنوات الأخيرة يجد تغيرا في بيانها الأخير، تحديدا في ما يتعلق بساحة الضفة الغربية، فهي من جهة أعلنت صراحة مسؤوليتها عن العمليتين وتبنت منفذيها من دون الاكتفاء بالمباركة.
ومن جهة ثانية، فإن إحدى العمليتين وقعت في العمق الإسرائيلي، وفي مدينة تل أبيب تحديدا، وهو ما يعيد للأذهان عمليات التفجير التي كان ينفذها جناحها العسكري أواسط التسعينيات وبدايات انتفاضة الأقصى.
لذلك، تطرح العمليتان تساؤلات عن إمكانية وجود تغيير في نهج الحركة بالعودة إلى العمل العسكري المنظم بالضفة، خاصة بعد سنوات من التفكيك لبنيتيها السياسية والعسكرية من قبل إسرائيل والسلطة الفلسطينية، ونقل المعركة من ساحة الضفة إلى العمق الإسرائيلي.
في هذا السياق، يقول المحلل السياسي سامر عنبتاوي إن حركة حماس ظلت دائما داعمة للعمليات الفردية المسلحة، وهي عمليات -وإن كان الاحتلال يطلق عليها عمليات الذئب المنفرد- مدعومة ماديا وإعلاميا من الحركة من دون إظهار هذا الدعم.
وفي حديثه للجزيرة نت، أضاف عنبتاوي أن الوضع الجديد الذي يفرضه الاحتلال في الضفة -وتحديدا العمليات الإجرامية والمجازر في نابلس وجنين وأريحا- تفرض على الحركة نهجا جديدا.
تطور وتبنٍ واضح
لا يفصل عنبتاوي بين عمليتي حوارة وتل أبيب من جهة، وإعلان الاحتلال العثور على عبوة ناسفة في حافلة داخل مستوطنة بيتار عيليت مساء أمس الخميس من جهة أخرى، معتبرا أن “محاولة تفجير الحافلة تندرج في الإطار نفسه، نحن أمام موجة عمليات بتطور وتبنٍ واضح من حماس، وقد تلجأ قوى أخرى لهذا النهج”.
وتابع أن “دولة الاحتلال كانت تتعامل طوال الفترة الماضية مع عمليات فردية من دون قيادات سياسية وأمنية، أما الآن فإنها تتعامل بشكل مباشر مع حركة حماس كمسؤولة عن العمليات سواء السابقة أم المقبلة”.
ورجح المحلل السياسي أن تحمل الفترة القادمة مزيدا من التصعيد قد يصل قطاع غزة، خاصة مع وجود حكومة إسرائيلية لم تترك مجالا إلا للتصعيد وتهيئ للمزيد في رمضان”.
ويلفت عنبتاوي إلى مفارقة جديدة في العمليات الفلسطينية في الآونة الأخيرة، إذ إن “كل عملية إسرائيلية يقابلها عملية فلسطينية مباشرة وسريعة، فضلا عن تأثير مباشر في الداخل الإسرائيلي حيث يجري تحميل المسؤولية لحكومة نتنياهو ووزرائه المتطرفين من قبل المعارضة”.
من المبكر الحكم بالتغيير
من جهته، يقول المحاضر بجامعة القدس المفتوحة الدكتور نعمان عمرو إنه من المبكر الحكم بوجود تغيير في نهج حركة حماس، ومن السابق لأوانه أن نحكم إن كان هناك تعديل على السياسة الإستراتيجية لحماس أم لا.
وفي حديثه للجزيرة نت، أوضح عمرو أن الحديث يختلف من مرحلة إلى أخرى، وحماس الآن تمر بلحظات ليست سهلة، سواء على المستوى الداخلي في قطاع غزة أو على المستوى الإقليمي.
وأضاف أن التحولات التي تمر بها الحركة تتناقض مع بيان أمس الخميس “فإما أن يكون هناك خلاف داخل الحركة بين تيارين، وأتمنى ألا يكون ذلك، وإما تتوحد سياسة حماس تجاه أحد أمرين: استمرار السياسية الحالية أو نقيضتها بالتوجه لسياسة المقاومة كإستراتيجية جديدة، والتي وإن لم تنقطع عنها، شابها الفتور”.
ويشير المحلل الفلسطيني إلى أن “سياسة طنجرة الضغط التي يمارسها الاحتلال على الضفة الغربية ستؤدي حتما إلى انتفاضة جديدة ستكون في بداية رمضان أو بعده”.
ويقول إن الشعب الفلسطيني بات يشعر كأنه وحده في الميدان، في ظل انقسام داخلي، ووضع إقليمي ينفض عن قضيتهم، ووضع دولي ظالم، مؤكِّدا أن هذا الواقع أوجد انسدادا حقيقيا لأي أفق أو أمل “وبالتالي، فإن الشعب الفلسطيني الثائر بطبعه والمطالب بالحرية والعدالة يحافظ على عنفوانه ويريد أن يرى حرية في نهاية النفق”.
