قدّم أكثر من 20 ألف سوري طلب ترشح لانتخابات مجلس الشعب السوري، وفق ما كشف عنه مصدر في لجنة الانتخابات العليا، ومن المتوقع اختيار نحو 7 آلاف عضو لتشكيل الهيئات الناخبة التي ستقوم بدورها بانتخاب أعضاء المجلس البالغ عددهم 140، بينما سيعيّن رئيس المرحلة الانتقالية أحمد الشرع بقية الأعضاء البالغ عددهم 70 ومن المتوقع أن يتم إجراء الانتخابات قبل نهاية شهر أيلول/سبتمبر الحالي
باب الترشح كان مفتوحًا أمام جميع المواطنين المستوفين للشروط، وليس أمام أشخاص محددين كما كان يتم الحديث سابقًا، مع اعتماد آلية جديدة تقوم على اختيار أعضاء الهيئات الناخبة لكل دائرة من خلال اللجان الفرعية للانتخابات، بمعدل 50 عضواً لكل هيئة، على أن يكونوا من بين المتقدمين للترشح وفق الشروط المطلوبة، وأوضح أن اللجنة العليا مسؤولة عن مراجعة القوائم الأولية وإصدار القوائم النهائية بعد دراسة الطعون المقدمة بين 14 و16 أيلول، على أن يتم الإعلان عن القوائم النهائية في 18 أيلول الجاري
كما توقعت اللجنة العليا أعدادًا كبيرة من طلبات الترشح، لذلك أكدت على ضرورة دراسة الطلبات وفق الشروط القانونية، مع مراعاة نسب الكفاءات والوجهاء في كل محافظة، ومنح اللجان الفرعية صلاحيات كاملة لاختيار أعضاء الهيئات الناخبة، مع إمكانية الطعن على أي مرشح استنادًا إلى أدلة واضحة، كما ستلعب لجنة الأعيان دورًا في التنسيق مع اللجان الفرعية لتحديد الأسماء المرتبطة بالوجهاء والأعيان في كل محافظة
وفيما يتعلق بالوثائق المطلوبة، فقد تم تحديدها لتشمل : صورة عن الهوية أو إخراج القيد مع جواز سفر ساري المفعول، وسند إقامة متواصل منذ عام 2006 للمتقدمين من خارج القيد المدني، وصورة عن الشهادة الجامعية أو الثانوية وفق الفئة المطلوبة، إضافة إلى السيرة الذاتية للمرشح
تفاعل الشارع السوري مع الانتخابات شهد تغيرًا ملموسًا مقارنة بفترة النظام البائد، حيث كانت سمعة مجلس الشعب سابقًا ضعيفة بسبب التلاعب بالانتخابات واشتراط موافقة حزب البعث على المرشحين المستقلين، إضافة إلى دفع أموال كبيرة لرموز النظام، ما أثار حالة من عدم الثقة بين المواطنين
وفيما يخص المحافظات التي سبق تأجيل الانتخابات فيها مثل السويداء والرقة والحسكة لأسباب أمنية، أعلنت اللجنة العليا لاحقًا تشكيل لجان فرعية في بعض مناطق الرقة والحسكة لتسهيل مشاركة المواطنين، مع الإشارة إلى أن بعض المناطق لا تزال تحت سيطرة قوات محلية مختلفة مثل قوات سوريا الديمقراطية في الرقة
كان مرسوم تشكيل اللجنة العليا لانتخابات مجلس الشعب قد حُدّد في حزيران/يونيو عدد أعضاء المجلس بـ150، ثلثهم يعينهم رئيس المرحلة الانتقالية، مع إعادة توزيع المقاعد بعد صدور النظام الداخلي للانتخابات في أغسطس، ليصل عدد الأعضاء إلى 210، وزادت حصص المحافظات مثل الحسكة إلى 10 مقاعد والرقة إلى 6 مقاعد، فيما ظلت السويداء عند 3 مقاعد
