The United States Congress is considered to be the first constitutional facility in the United States of America, and it is the bicameral legislature of the federal government of the United States consisting of two chambers: the Senate and the House of Representatives.
The Senate consists of 100 members each one of them is called “senator”, where each state of the 50 states in America is represented with two senator. Considering the House of Representatives, there are 435 members. Its members are elected by a single constituency, know as district, and under one condition each state has at least one congressional representative in the House Of Representatives. Members are usually affiliated to the Republican Party or to the Democratic Party, and only rarely to a third party or as independents.
The fixed rule here in directing the congress is that the party of bigger number of members of the Congress called the majority party while the other one is the minority party.
United States Congress out the laws considering taxes, participate the elected president in assigning prominent employee and judges and has the right to object to the president assignments in administration. It also legislates and discusses the laws in addition to voting on them. One of its important privileges is adaptation the American constitutions.
There is a need for general overview about the United States Congress, which has voted recently for a law to protect the civilians known for “Caesar” which issued imposing sanctioning all who support the Syrian regime including Russia, Iran and Hezbollah where the Congress of Republican-majority, confirmed in a statement that the act would work on halting the massacre that committed against the Syrian people, according to what Reuters reported. It a turning point that the act gave the new American president a limited period of time- 90 days only- to suggest a structure to report to Congress on the prospects for a no-fly zone in Syria, warning in case the period reached an end without the committee of external Affairs and Defense presenting the propose to the US president.
The question: Is this act issued by United States Congress is consistent with what “Donald Trump” declared in his electoral Campaign considering the possibility of prospects for a no-fly zone in Syria?
This unanimously in the United States Congress reveals that the voices inside the United States of America which call for saving the civilians from the massacre committed by the Syrian regime along with Russia and Iran are still there. On the other hand, from other perspective it seems to be as a message directed by the United States Congress to the new elected Republican president that the Syrian crisis is not controlled by Trump only, and that Trump’s decisions considering the Syrian case will be the controversial discussion inside USA. This act in specific bring back to our mind the idea of Democratic seek in the beginning to prospects for a no-fly zone in Syria, but it was unacted by Obama or another. This act is linked to what Turkey has started in the northern in Al-Forat Shield operation as the core for the that zone.
But on field, it seems that the regime and Russia are determined to win more battles taking advantage of unsettle condition in the American white House despite the last act of the Congress.
