Regime forces have decided to capture Alwaer neighborhood; the last part of opposition factions in Homs city. However, this time comes with escalation of the military campaign in cooperation with the allies through fire and iron that accompany the strategy of tightening siege. In this way; regime has received different militias on the Syrian ground and used all the varied kinds of weapons in killing the Syrians, but today a new way appeared with a strategy of either displacement, displacement or living in humiliation of Bashar Assad’s regime.
What is going on in Syria today regarding schemes and tactical methods considering displacement and national reconciliation, is just a fulfillment of a project Assad regime has carried out with a saying repeated by Assad’s Shabeha “ Either Assad or we destroyed the country”.
Displacement crime by itself is considered a war crime about which UN stands still just like the other crimes committed in opposition held areas in Syria.
Considering the covenants and promises of regime, it is a common and real fact realized by everyone that those promises are not to be fulfilled. Regime is known for having no credibility specially when the agreement is brokered by the Russian ally of regime who both of them are known for losing the international legitimacy.
Opposition revealed the necessity to postpone the deal reached by regime forces and opposition with a Russian mediation regarding Alwaer neighborhood, due to the fact regime has not committed to halt offensive pursuing to attack civilians; it is worthy to mention that Alwaer neighborhood is the second area in Syria where Russia participates and supervises displacing its citizens.
It has been a long days of negotiations in ALwaer besieged neighborhood as they were burdening and tiring, reaching to evacuate the neighborhood partially from the fighters of opposition along with their families, in return regime allows medicine and foodstuff to enter the neighborhood besides releasing the arrested of its citizens.
The armed opposition has no choice but to hand over the neighborhood and leave it where the destination is to be either Homs northern countryside, Idlib or Jarablos in Aleppo countryside. This agreement has not come into effect yet as signing it is postponed. This justification for this postponing by opposition is clear and necessary particularly regarding the safety of civilians and the commitment to cease fire.
The citizens of Alwaer neighborhood are facing a similar destiny like the ones of other opposition areas considering siege and hunger to reach eventually departure from homeland; probably what more than 3000 thousand persons are afraid of, is killing and arresting because regime carried out arresting campaigns and assassinations on Tal Mineen, Khan Alsheih and Wadi Barada and in all the areas in which displacement operations occurred. That is why it is necessery regime and Russia commit to the cease fire till Alwaer neighborhood citizens believe that regime will not resume its first strategy it usually pursues.
