ووصف مندوب قطر لدى منظمة حظر الأسلحة الكيميائية مطلق بن ماجد القحطاني هذه الاعتداءات خلال جلسة المجلس التنفيذي بأنها تهديد خطير للسلم والأمن الإقليمي والدولي ، وعدّها انتهاكًا واضحًا للقانون الدولي وميثاق الأمم المتحدة ولا سيما المادة الثانية التي تحظر استخدام القوة أو التهديد باستخدامها ضد وحدة وسلامة أراضي الدول
وأشار القحطاني إلى أن على إسرائيل التزامًا بالامتناع عن أي تصرف يعرقل تحقيق أغراض ومقاصد اتفاقية حظر الأسلحة الكيميائية استنادًا إلى المادة 18 من اتفاقية فيينا لقانون المعاهدات وشدّد على أن أي مساس بالأهداف الأساسية للاتفاقية يشكّل انتهاكًا قانونيًا تتحمل إسرائيل مسؤوليته
دعا القحطاني إلى إدانة واضحة لهذه الأعمال وطالب المجتمع الدولي باتخاذ كل الإجراءات اللازمة لوقفها وحماية سيادة سوريا ، وصون عملية التحقق والتفكيك الجارية في إطار الاتفاقية
وطالب القحطاني بالنظر في إمكانية إرسال بعثة ميدانية فنية لتقييم المواقع المتأثرة، بهدف توثيق الأضرار وتحديد تداعياتها على عمل المنظمة وسلامة خبرائها ووضع أساس وقائعي للمساءلة وفق القانون الدولي
