أصدرت الشبكة السورية لحقوق الإنسان في لاهاي اليوم الأربعاء 8 كانون الثاني (يناير) 2025 بيانًا قالت فيه إنها رصدت انتشار عدد كبير من الفيديوهات تظهر نشطاء وإعلاميين وصحفيين، يتجولون بحريَّة داخل مسارح الجرائم مثل الأفرع الأمنية والسجون. وهؤلاء الأفراد غالبًا ما يعبثون بالملفات أو يوثقون وجودهم عبر تصوير أنفسهم أو زملائهم أثناء ذلك. وعلى الرغم من وجود حراس في تلك المواقع، فإنَّ الدخول يتم غالبًا إما بموافقة الحراس، أو بناءً على توصية مسبقة، أو تحت غطاء المهنية والاختصاص.
وأشار البيان إلى أن الدخول إلى مسارح الجرائم يخضع لقوانين وبروتوكولات دولية تهدف إلى حماية الأدلة وضمان سلامة التحقيقات. وقد قامت الشَّبكة السورية لحقوق الإنسان بمراجعة أفضل الممارسات العالمية في هذا السياق، لتبين أنَّ السماح بالدخول يقتصر على الأشخاص المفوضين قانونيًّا، والذين يؤدون دورًا مشروعًا في التحقيقات وحدد الفئات المصرح لها بالدخول، وحدد الأسس القانونية للوصول إلى مسارح الجرائم وإجراءات التحكم وتدابير تأمين المواقع.
وتحدث البيان عن الاعتبارات الأخلاقية في التعامل مع مسارح الجريمة وتضمن البيان مجموعة توصيات لحماية الأدلة ومسارح الجريمة في سوريا وعن أهمية تثقيف المجتمعات المحلية حول أهمية الحفاظ على المواقع الحساسة كمسرح للجريمة، وتشجيع الأفراد على حمايتها والامتناع عن العبث بها.
