أصدرت الشبكة السورية لحقوق الإنسان يوم الثلاثاء 16 تموز (يوليو) تقريرًا بعنوان “النظام السوري يستخدم الحجز الاحتياطي على الأموال كأداة للعقاب الجماعي”، كشفت فيه عن تعرض ما لا يقل عن 817 مدنيًّا من سكان بلدة زاكية بمحافظة ريف دمشق لأوامر حجز احتياطي جماعية على أموالهم على يد النظام السوري منذ بداية عام 2024.
و قالت الشبكة يأتي هذا التقرير ضمن سلسلة تقارير أصدرتها الشبكة السورية لحقوق الإنسان تتناول القرارات الإدارية الصادرة عن المؤسسات الرسمية للنظام السوري والتبعات القانونية الرئيسية المترتبة عليها، وتحليل كيفية تأثير هذه القرارات على الأشخاص المعنيين بها، ويركز هذا التقرير بشكل خاص على قرارات الحجز الاحتياطي على الأموال المنقولة وغير المنقولة التي صدرت بحق سكان بلدة زاكية منذ بداية عام 2024 وحتى حزيران 2024، حيث أصدرت وزارة المالية التابعة للنظام مئات قرارات الحجز الاحتياطي الجديدة من نوع لم تشهده البلدة من قبل بحق سكان البلدة خلال هذه الفترة.
ويخلص التقرير إلى عدد من الاستنتاجات، أبرزها أن قرارات الحجز الاحتياطي التي أصدرتها وزارة المالية بحق سكان بلدة زاكية في محافظة ريف دمشق لا تستند إلى أساس قضائي، لأنها صدرت بناء على قرارات من الجهات الأمنية، وهو ما يثبت سيطرة أجهزة الأمن التابعة للنظام على كافة مفاصل مؤسسات الدولة، وتطويعها لخدمة مصالح الأجهزة الأمنية. كما أن قانون إدارة واستثمار الأموال المنقولة وغير المنقولة المحجوزة بموجب حكم قضائي غير قابل للطعن هو أسوأ تشريع صدر حتى الآن فيما يتعلق بمصادرة ممتلكات المواطنين.
وطالب التقرير مجلس الأمن الدولي والأمم المتحدة بالإسراع في عملية التوصل إلى حل سياسي في سوريا وفقًا لبيان جنيف 1 وقراري مجلس الأمن 2118 و2254، بما يساعد في إطلاق سراح المعتقلين السياسيين ووقف التعذيب ووقف عمل المحاكم الأمنية الاستثنائية، وإدانة هيمنة النظام السوري على السلطات الثلاث، وفضح ممارساته في إصدار قوانين يستطيع من خلالها الاستيلاء على أموال النازحين واللاجئين والمختفين قسراً والقتلى الذين لم يتم تسجيلهم على أنهم متوفون.
ويطالب التقرير أيضًا مفوضية الأمم المتحدة السامية لحقوق الإنسان بتقديم صورة واضحة عن بشاعة القوانين التي يسنها النظام السوري أمام مجلس الأمن وجميع دول العالم، كما يتضمن التقرير عددًا من التوصيات الإضافية.
