أعلنت المملكة العربية السعودية، من خلال الصندوق السعودي للتنمية، عن تقديم منحة نفطية جديدة إلى سوريا تبلغ مليونًا و650 ألف برميل من النفط الخام، وذلك في إطار مذكرة تفاهم وُقِّعت بين الجانبين خلال لقاء رسمي جمع الرئيس التنفيذي للصندوق السعودي للتنمية، سلطان بن عبد الرحمن المرشد، ووزير النفط السوري محمد البشير، إلى جانب عدد من كبار المسؤولين والخبراء من الطرفين
المذكرة التي جرى توقيعها تأتي في سياق توجه سعودي واضح نحو تقديم دعم اقتصادي مباشر يساعد في تخفيف الأعباء المتراكمة على البنية التحتية السورية، خصوصًا في قطاع الطاقة الذي يعاني من تدهور كبير في أعقاب الحرب الطويلة التي شهدتها البلاد، وأكدت الرياض، عبر البيان الرسمي الصادر عن وكالة الأنباء السعودية، أن هذه الخطوة تأتي ضمن برامجها الرامية إلى تعزيز الاستقرار ودعم التنمية في سوريا، من خلال توفير احتياجات أساسية تساهم في تشغيل المنشآت الحيوية ودعم القطاعات الخدمية المرتبطة بالطاقة
من جانبه، أوضح وزير النفط السوري محمد البشير أن الشحنة النفطية ستُنقل إلى مصفاة بانياس الساحلية، وهي إحدى المصفاتين الرئيسيتين العاملتين في سوريا، وذلك بهدف تكرير النفط الخام وتحويله إلى مشتقات أساسية مثل المازوت والبنزين والفيول، وبحسب ما أكده الوزير، فإن هذه المشتقات ستوزّع لاحقًا على محطات الوقود والمؤسسات الخدمية المختلفة، بما يساعد على تحسين استمرارية العمل في القطاعات الصناعية والزراعية والإنشائية، بالإضافة إلى دعم احتياجات التدفئة والنقل
وتكتسب هذه المنحة أهمية مضاعفة في ظل الصعوبات التي تواجهها الحكومة السورية في تأمين احتياجاتها النفطية، حيث تشير التقديرات إلى أن معدل استهلاك سوريا من النفط الخام يصل إلى نحو 138 ألف برميل يوميًا، في حين لا يتجاوز الإنتاج المحلي جزءًا محدودًا من هذا الرقم، ما يجعل الاعتماد على الواردات أو المنح الخارجية ضرورة ملحة لضمان استمرار الخدمات الأساسية، ووفق هذه المعطيات، فإن المنحة السعودية تغطي ما يعادل نحو اثني عشر يومًا من الاستهلاك المحلي، وهو ما يمنح قطاع المحروقات استراحة مرحلية تساعده على تخفيف الاختناقات التي يعاني منها
وأشارت الحكومة السورية إلى أن المنحة ستُسهم أيضًا في تعزيز القدرة التشغيلية لمصفاة بانياس، التي شهدت خلال السنوات الماضية تحديات على المستوى التقني واللوجستي نتيجة ضعف الإمدادات، ومن المتوقع أن تنعكس هذه الخطوة إيجابًا على تحسين مستوى توفر المحروقات في الأسواق المحلية، وتخفيف الطوابير، وتقليص ساعات التقنين الكهربائي في بعض المناطق، نظرًا لاعتماد محطات الكهرباء على الفيول والغاز المنتجين من عملية التكرير
من جهة أخرى، اعتبر مراقبون أن المنحة تحمل أبعادًا سياسية تتعلق بتنامي الحضور السعودي في الملفات الإقليمية، والتوجّه نحو علاقات أكثر مرونة مع دمشق ضمن سياق عربي متزايد لاستعادة التواصل الاقتصادي والدبلوماسي مع سوريا، كما يرى محللون أن الخطوة يمكن أن تفتح المجال أمام برامج دعم جديدة أو تفاهمات أوسع، خصوصًا إذا أثمرت عن تحسن ملموس في الوضع الخدمي داخل البلاد
وبصرف النظر عن الأبعاد السياسية، تبقى المنحة النفطية ذات أثر مباشر وملموس على الحياة اليومية للسوريين، إذ تسهم في تعزيز توفر المحروقات وتقليل الضغوط على القطاعات الأساسية التي تعتمد عليها المجتمعات المحلية، بدءًا من النقل مرورًا بالخدمات الصحية وانتهاءً بالتدفئة المنزلية مع دخول فصل الشتاء
وقد اختتمت وكالة الأنباء السعودية تقريرها بالتأكيد على أن هذه المبادرة تأتي ضمن رؤية المملكة لدعم الاستقرار والتنمية في الدول العربية، مشيرة إلى أن الصندوق السعودي للتنمية يواصل تنفيذ مشاريع وبرامج متنوعة في عدة دول لدعم قطاعات الطاقة والخدمات والبنية التحتية
