يهدف هذا إلى حماية الصحفيين وشركات الإعلام بشكل أفضل من التأثير السياسي. يجب أن يكون الصحفيون قادرين على الاتصال بهيئة إشرافية إعلامية مستقلة مباشرة إذا كانوا غير قادرين على القيام بعملهم – على سبيل المثال بسبب القيود الحكومية. واقترحت المفوضية الأوروبية قانون الإعلام العام الماضي. وكانت تتفاعل مع القيود المفروضة على حرية الصحافة في دول مثل المجر وبولندا. ولا يزال يتعين على البرلمان الأوروبي والدول الأعضاء التوصل إلى اتفاق رسمي.
أعرب الاتحاد الفيدرالي للناشرين الرقميين وناشري الصحف والرابطة الإعلامية للصحافة الحرة عن انتقاداتهم. وقالت الجمعيات في برلين إن القانون ينتهك مبادئ حرية الصحافة بعدة طرق. واحدة من أكبر نقاط الانتقادات لا تزال هي الإشراف الرسمي على الصحافة.
