في خطوة تهدف إلى تعزيز مبدأ اللامركزية الإدارية وتسريع وتيرة العمل الخدمي في المحافظات، أصدرت وزارة الإدارة المحلية والبيئة القرار رقم (13) لعام 2026، القاضي بتفويض المحافظين بممارسة عدد من اختصاصات وزير الإدارة المحلية والبيئة، بما يسهم في تبسيط الإجراءات وتحسين جودة الخدمات المقدمة للمواطنين.
وينص القرار على منح المحافظين صلاحيات واسعة في عدة مجالات إدارية وتنظيمية، من أبرزها تشكيل المكاتب التنفيذية وتوزيع الأعمال بين أعضائها، بما يضمن مرونة أكبر في إدارة الشؤون المحلية. كما يشمل القرار الموافقة على حالات البيع أو الإيجار أو الاستثمار، وتصديق عقود الإنفاق الاستثماري والجاري، إضافة إلى تصديق عقود البيع والإيجار والاستثمار التي تجريها الوحدات الإدارية.
وفي الإطار الإداري، خوّل القرار المحافظين متابعة شؤون العاملين المنصوص عليها في قانون العاملين الأساسي، بما في ذلك التعيين والنقل والمنع والإعادة، الأمر الذي يعزز سرعة اتخاذ القرار ومعالجة القضايا الوظيفية ضمن المحافظة نفسها. كما تضمّن القرار منحهم الصلاحيات المالية المنصوص عليها في قانون العقود، وإخلاء المساكن العائدة ملكيتها للوحدات الإدارية وفق الأصول القانونية.
ومن بين البنود المهمة أيضًا، تفويض رؤساء مجالس مدن مراكز المحافظات بإصدار القرارات المتعلقة بشؤون العاملين في المدينة، إضافة إلى منح المحافظين صلاحية اتخاذ الإجراءات والموافقات التي تسهم في حماية البيئة، في انسجام مع السياسات الوطنية الرامية إلى تحقيق تنمية مستدامة ومتوازنة.
وأكدت الوزارة أن هذا القرار يُعد نافذًا من تاريخ صدوره، مع إلغاء العمل بكافة القرارات المخالفة لمضمونه، في إطار توجه حكومي واضح نحو تمكين الإدارات المحلية ومنحها الأدوات اللازمة لأداء مهامها بكفاءة أعلى.
ويُتوقع أن يشكل القرار خطوة متقدمة في مسار تطوير الإدارة المحلية، من خلال تعزيز سرعة الإنجاز، وتخفيف الأعباء الإجرائية، وتمكين المحافظات من الاستجابة الفاعلة لاحتياجات المواطنين، بما يعزز الثقة بالمؤسسات العامة ويدعم مسيرة التنمية في مختلف المناطق.
