وفي هذا الإطار أعلن أحمد الهلالي، المتحدث باسم الفريق الرئاسي المكلّف بملف دمج “قوات سوريا الديمقراطية” (قسد)، يوم الثلاثاء 21 نيسان، عن فشل المساعي الرامية لاستكمال تسليم المنشآت القضائية
وبيّن الهلالي أن وفدًا رسميًا توجّه إلى مدينة القامشلي عقب استلام القصر العدلي في مدينة الحسكة، بهدف إعادة تفعيل العمل القضائي، إلا أنّه اصطدم برفض الجهة المسيطرة على المبنى تسليمه، ما أعاق استئناف عمل المحاكم
وأضاف أن هذا الرفض ترافق مع منع القضاة من أداء مهامهم دون أي مبرر قانوني، معتبرًا أن ما جرى يُعد تصعيدًا غير مبرر، من شأنه تعطيل مصالح المواطنين وتفاقم معاناتهم
وأشار الهلالي إلى أن محاولات قامت بها شخصيات قانونية ضمن “الإدارة الذاتية” لإيجاد حلول لم تُفضِ إلى نتائج ملموسة، في ظل تمسّك أطراف أخرى بتأجيل الحسم في هذا الملف إلى أجل غير معلوم
وشدّد على أن وزارة العدل تُعد جهة سيادية لا يمكن أن تعمل خارج إطار موحد يشمل كامل الأراضي السورية، مؤكدًا أن مبادئ قانون واحد، وجيش واحد، وعلم واحد، ودولة واحدة تمثل ثوابت لا يمكن التراجع عنها
كما لفت إلى أن اتفاق 29 كانون الثاني لا يزال يشكّل المرجعية الأساسية لمعالجة هذا الملف، لا سيما ما يتعلق بتسلّم الحكومة للمباني الرسمية ودمج مؤسسات “قسد” ضمن مؤسسات الدولة
