Turkish President Recep Tayyip Erdogan has accused the European Union (EU) of failing to deliver on a deal that has stemmed the flow of Syrian refugees to Europe.
The money was to help Turkey cope with 2.7 million Syrian refugees now living within its borders.
Mr Erdogan said only 1 or 2 million euros had been paid of a promised 3-billion-euro package ($4.4 billion) in return for Turkey stopping the migrant flow via the Greek Islands, 247 Extra reported.
Since the agreement, migrant arrivals have all but stopped, and Turkey has accepted the return of those intercepted off Greece.
With a funding shortfall, Mr Erdogan now accuses the EU of insincerity over the aid deal, ABC News reported.
He said Turkey was sticking to its promise, but questioned whether the Europeans had kept theirs.
