The policy of immigration and seeking refuge has been pursued by so many Syrians fleeing the war woes which has been the biggest reason for backsliding in economic growth in Syria particularly speaking those people who own capitals and private trading institutions for their important role in backing economy and finding work opportunities for those unemployed people of experience and proficiency.
Probably the strong reason of those immigration is finding safe place to commence their projects away from bombardment and destruction which has befall most industrial facilities specially the ones in Aleppo city; the industrial capital In Syria. Several merchants and industrialists for their factories and institutions being directly targeted or deliberately burned; fleeing this miserable situations with capitals was the best call to them.
“Lebanon” is considered one of the most countries hosting capitals owners; according to ESCWA the funds entered by the Syrians to Lebanon till the end 2015 was nearly 11 billion dollars, but depending on economical sources in Lebanon the funds reached between 15 to 18 billion dollars. Earlier a general manager of an institution for foreign investment in Lebanon declared that the institution had received requests by Syrian industrialists and Lebanese enterprisers in Syria to have licenses in order to build factories or move their investment to Lebanon. He mentioned that most that requested licenses had included constructing factories for candies such as ( that license for a Lebanese enterpriser with a Syrian business man to institute a factory for candies in Biqqa with 120 million dollars), in addition to factories for ready- made clothing, foodstuff and opening restaurants and supermarkets.
Those have participated in rising and somehow developing the Lebanese economy, however, the Lebanese government continue to express resentment and displeasure considering the Syrian refugees and continue to humiliate them by following the policy of oppression and cruel laws with them and threatening them with soon deportation to their country since they are an obstacle against their Lebanese’s stability and security, besides the government budget suffers deficit to support or aid them.
Turkey is in the second place in employment the Syrian funds according to statistics of UN, where the rate of facilities and factories with Syrian funds has increased after issuing work law for Syrians which permits instituting companies with completely Syrian funds under a condition receiving work residency which before did not permit a property rate over 49 percent for 51 percent for Turks in companies found by Syrians.
Capital immigration outside Syria repercussion has negative effects; the rate of unemployment has remarkably increased whether in regime-held or rebel-held areas so that getting a job becomes hard mission even to those of experience, in addition to closing most local industries and factories the thing contributes in rising the rate of importing different goods that was exported before.
Despite all what the Syrian merchants and industrialists outside offer, they are still refugees who are unwelcomed by both the government and the people in the hosting countries despite the precious benefits they gain; Although Aleppo industrialists have greatly served Turkey in textile trade, yet Turkey has closed its borders before who are seeking asylum and safety in it.
