ذكرت صحيفة Turkish Minute أن وزير الخارجية التركي هاكان فيدان وفي مقابلة مع قناة سكاي نيوز عربية يوم الأربعاء: “إن أكثر من نصف السوريين يعيشون خارج بلادهم وأنهم يجب أن يتمكنوا من العودة إلى وطنهم بأمان”.
وأضاف فيدان:”أكثر من نصف السكان السوريين موجودون حاليًا خارج البلاد. يجب أن يتمكن هؤلاء الأشخاص من العودة إلى وطنهم بأمان”. وأضاف أن تركيا انخرطت في حوارات متعددة مع سوريا منذ عام 2017 لمعالجة قضايا مختلفة.
وقال البنك الدولي في أيار (مايو) الماضي إن أكثر من ربع السوريين يعيشون في فقر مدقع، بعد 13 عامًا من الحرب الأهلية المدمرة التي ضربت الاقتصاد وأفقرت الملايين.
وفي تركيا التي تستضيف أكبر عدد من اللاجئين السوريين في جميع أنحاء العالم، يواجه 3.6 مليون منهم ظروفًا صعبة ومحفوفة بالمخاطر في البلاد، حيث تتزايد الخطابات العنصرية المعادية للاجئين.
تركيا طرف في الاتفاقية الأوروبية لحقوق الإنسان والعهد الدولي الخاص بالحقوق المدنية والسياسية واتفاقية اللاجئين لعام 1951. وعلى هذا النحو، وكمسألة تتعلق بالقانون الدولي العرفي، فهي ملزمة باحترام مبدأ عدم الإعادة القسرية، الذي يحظر إعادة أي شخص إلى مكان قد يواجه فيه خطرًا حقيقيًّا بالاضطهاد أو التعذيب أو غيره من المعاملة القاسية، أو تهديدًا لحياته. يوفر القانون التركي رقم 6458 بشأن الأجانب والحماية الدولية (LFIP)، الذي صدر في أبريل 2013، للسوريين “حماية مؤقتة في تركيا، ويضمن عدم إعادتهم قسرًا، ويضمن إقامتهم حتى يتم إرساء الأمان في بلدانهم الأصلية”.
