أعلن مصرف سوريا المركزي عن إعداد مشروع التعليمات التنفيذية الخاصة بقانون المصارف الاستثمارية رقم (56) لعام 2010، في خطوة تهدف إلى تطوير البنية المالية والمصرفية في البلاد وتعزيز دور القطاع المصرفي في دعم عملية إعادة الإعمار
وأوضح حاكم المصرف عبد القادر الحصرية في منشورٍ على صفحته الشخصية في فيسبوك أن إعداد هذه التعليمات يمثل خطوة نوعية على طريق تطوير المنظومة المالية والمصرفية في سوريا، وتلبية الحاجات التمويلية لإعادة الإعمار، مشيرًا إلى أن القانون يشكّل محطة مفصلية في تنظيم وترخيص المصارف الاستثمارية وتهيئة بيئة جاذبة للاستثمار بما يواكب التطورات الإقليمية والدولية في مجال الخدمات المالية
وبيّن الحصرية أن القانون وتعليماته التنفيذية يسعيان إلى تنظيم عمل المصارف الاستثمارية وفق المعايير الدولية الحديثة، وتمكين القطاع المالي من القيام بدور فاعل في تمويل مشاريع التنمية، وتحقيق التوازن بين تشجيع الاستثمارات وضمان الرقابة والشفافية، إلى جانب تعزيز حماية المستثمرين وترسيخ مبادئ الحوكمة والمسؤولية المؤسسية
أشار إلى أن الترخيص للمصارف الاستثمارية بعد صدور التعليمات التنفيذية سيكون خطوة إستراتيجية نحو بناء اقتصاد سوري قائم على الاستثمار والشفافية والمساءلة، ويمهّد لانطلاقة جديدة في مسار النمو الاقتصادي والتنمية المستدامة، بما يسهم في تعزيز مكانة سوريا كمركز مالي واستثماري في المنطقة
وبحسب القانون رقم (56)، يُعرَّف المصرف الاستثماري بأنه مؤسسة مالية تهدف إلى تمويل النشاط الاستثماري للقطاعين العام والخاص، وتقديم الخدمات الاستشارية والمساهمة في تأسيس الشركات
كما يحدد القانون رأسمال المصرف الاستثماري بعشرين مليار ليرة سورية على الأقل، ويسمح بقرار من مجلس الوزراء بناء على اقتراح مجلس النقد والتسليف برفع نسبة مساهمة الأشخاص الاعتباريين المتخصصين في أعمال المصرف بغض النظر عن جنسيتهم حتى 49% من رأس المال، على أن تُسدَّد مساهمات السوريين غير المقيمين والعرب والأجانب بالقطع الأجنبي
