تتقاذف مسؤولية الاقتطاع من المخصصات بين شركة تكامل المسؤولة عن تنظيم عملية الدعم والمخصصات، وبين وزارة النفط دون وجود حلول أو آلية واضحة أو اكثر نفع من الآليات الحالية لضبط عملية توزيع المخصصات.
